Most Windblade stories aren't contemporaneous and follow one after the other in a, mostly, continuous story of Windblade dealing with Cybertron. As Starscream is in charge of Cybertron, it's only natural he ends up involved a lot. Whenever the story moves somewhere else or Starscream gets ousted, then that will change.

For now, he serves a good foil. Someone who is diametrically opposed to her morally but not actually the antagonist. Just a really annoying ally with conflicting goals.

Someone finally said it.
Hell, even in IDW where Screamer takes a center stage, he lacks depth and literally has not developed. He had potential for development in exRiD but all of that went nowhere as soon as he killed Metalhawk and became leader of Cybertron. I enjoy Starscream as a character, he's entertaining but anyone who says he's deep or a developing character is full of it. The most interesting thing that's been done with him in a VERY long time is him being delusional.

Personally, I really enjoy how flat SS is. Not everyone has to be morally grey or have great depth, he works perfectly fine as a self servin asshole.

The problem is that he needs a good enviroment to work (either someone to undermine like Megatron or people to call him on his bullshit like current IDW. If he's constantly failing (even in scenarios where he should have suceeded) like in Prime or left to his own devices, he becomes boring.

It's sort of amusing that, even with Optimus going kind of grey and all the war crimes stuff added to the history with the recent comic, Decepticons who develop a conscience pretty much always drift more towards Autobotism. They're setting up Decepticons, and ex-Decepticons, as more of a sort of oppressed minority now. Not really a race, though not really religion either. Like the McCarthyism of the middle 20th Century USA, if we want to extend all of Robert's Russian Communism metaphors. That's probably a good way to allow for Decepticon leaders to be okayish guys without having to make everyone Autobots. They're still otherized for their history, so even if they just want to live now, there's all sorts of old problems following them around.

Which is basically how Soundwave is working now. He's rarely looking for a fight, but he also doesn't want to shack up with other groups too much. Cosmos called him out on this when Soundwave wanted him to defect, but wasn't willing to help out any of Cosmos's, admittedly kind of estranged now, friends.

Action Masters came in the tail end of the US franchise so even if they weren't actually responsible for it's death the fanbase will always blame it for killing off G1.

Being there for the end of things, I personally just blame franchise fatigue, and the fact the TMNT were just coming on the scene and they were an insane media and toy juggernaut in the late 80s.

Also the fact that the last years of the line in the US were after the movie, and personally I didn't care much for most of the toyline after the fact as the majority of the Transformers were futuristic vehicles that didn't resemble anything 'real', which kind of ruined the whole 'Robots in Disguise' bit.

I'm actually surprised Hasbro gives them that much leniency instead of demanding more toy 'synergy' since the comic is still forced to have events like CW and TR disrupt the comic's plots for months on end.
