The movie as a whole was never worth how much money is made. It was poorly paced, poorly written, forgettable and bland songs, a completely rushed third act that looks like it was made up right before the deadline (because it probably was) and it is visually uninspiring. Literally the only thing people like in it is how the character's look. That's why the most popular fan content had nothing to do with the actual fucking movie. In the world of funny animals trope the people are replaced with animals. Think Robin Hood. The trope requires you to ignore a huge amount of inconsistencies and straight-up ridiculous problems that arise when you create such a stetting. Zootopia does this and doesn't ask you to simply suspend your disbelief, - not only it creates a quasi scientific explanation to the problematic nature of such setting but also manages to base it's entire premise on the problems that arise from it.
So it's not "a buddy cop movie BUT WITH ANIMALS" because the plot is based on the setting. You could replace Robin Hoods characters with people - you couldn't in zootopia because you get rid of the main plot point.
That's probably why I liked the movie so much.

I feel like if something is a deconstruction, they shouldn't be showing it off to begin with. It comes out subtly rather than being advertised.
Also Scream wasn't really advertised as a deconstruction when it came out. It was only seen as one after people watched it. Zoo on the other hand pretty much has the deconstruction as a plot point. It was a good representation of a police force which had reached an end of an era (Big boys club) and due to political correctness had to accept people or animals it really didn't want to.
Shows the typical police mentality of believing that only certain people being able to do the job, Although the banter between officers was spot on.
Judy reminded me allot of some women who joined up thinking that the job was something that it wasn't, especially women who where assigned the 75th and 67th precincts or any other area where you had to be "Tuff" (this was the 90's)
Chief Bogo was right about the City needing good cops, in the sense he was the "Old guard" and represented a type of police force which had outlived it purpose while Judy and Nick where the the new face of the force which the city and her animals needed.
i think the message was having decent and hard-working police officers is great and a police force must change when the city changes.
Like we have allot of police officers (the old guard) in the NYPD who still believe that New York of 2016 is still the New York of the 1980's with high murders rates, rape and drug dealers ruling the streets and so on when the fact couldn't be further from the truth.

Clawhauser is from I get is a desk Sargent/dispatcher, but in real life these jobs are separated.
His job would be greeting civilians that came to the precinct to report crimes or had booked an appointment to see senior police officials, that sort of thing.
Another one of his dutys would be booking people/animals who had been arrested the usual admin that goes with arrests.
Also If there was enough evidence he would also be the one to charge them with the offence.
Now because this is his only thing he will be doing and won't be on the beat, most departments don't make these kind of cops do massive or hard working annual physical fitness tests as there is no need.
Plus unlike most cops he is just sitting at a desk all day every day, as someone who has had to sit at a desk for three months you would be surprised how fat you can quickly become.
