Our society and our literature and our culture are being dumbed down, and the causes are very complex. I'm 73 years old. In a lifetime of teaching English, I've seen the study of literature debased. There's very little authentic study of the humanities remaining. My research assistant came to me two years ago saying she'd been in a seminar in which the teacher spent two hours saying that Walt Whitman was a racist. This isn't even good nonsense. It's insufferable.

We know butterbeer was non-alcoholic, so I'm assuming that's what you're wanting (since you said you're making Pumpkin Juice as the alcoholic option).
Flavoring syrups seem the right way to go.
And, as far as dairy is concerned, I actually think a non-dairy milk, like almond milk or coconut milk would be a closer match.
If you have a store that sell those Torani flavor syrups, I know they sell a butterscotch syrup, a pumpkin spice syrup, plus what the other guy mentioned (toffee nut, caramel, etc). And also you need to make foam for the top. Those little battery powered hand foamers are cheap.

The worst part about the pompous critiques of Harry Potter as though it were heralded as the new 'War And Peace' is that almost all of it is made up. I've tried 5 different ones on the last few days and this one is definitely the closest to what they sell at the parks. It's not exactly right because it has dairy in it, but it tastes pretty much spot on. The best way to serve it is to chill it in the freezer until it just starts to get slushy on top and around the sides, then mix it up. It tastes better chilled than warm.

For some reason, there are tons of women around that age that are really autistic about Harry Potter. Ive never read any of it or seen any of the movies, but the other day I was at the mall and a cashier had a huge pagan looking tattoo on her shoulder and I just assumed it was because shes "like 1 tenth native american and irish" or some stupid shit. But when my girlfriend saw it she says "Is that from Harry Potter???" "Yeah! I love Harry Potter!" my gf is also 27 btw.
I cringed just at that...I feel bad for OP hes gonna subject himself to this. what a guy. Id say buy Blue Moon in one of those half kegs or something similar and label it whatever you want. I cant imagine some other fesible way to produce this drink for a party for more than a few people.

For a party and to serve crowds and keep it festive, I would consider a punchbowl, with some dry ice for smoking foam, kind of witches brew butter beer idea. Put in some previously chilled cold 2L of cream soda, and some creamy butterscotch ice cream. Feel free to freeze a block of your own idea for the ice cream, such as vanilla ice cream or salted caramel ice cream, frozen butterscotch pudding. with some bits of spice (chai tea, or some nutmeg, almond milk, etc) or frozen butterscotch candies in blocks of milk (just to keep the drink cold).
OR A pitcher of the butterscotchy slurry "mix" in the fridge, syrups and whatnot, and just add cream soda and club soda for the fizz, to serve. Adding soda to something sightly creamy adds a huge amount of fizz.
