I'm aware my range is very limited. Just curious to see what my closest options are. I really want to cosplay someone who comes as close to my description as possible.

Here's my description:

5'4" woman with waist-length dark brunette hair, brown skin, and green eyes. Slim, 100lbs.

Only one I can think of is Anthy Himemiya or characters like Commander Shepard whose appearance changes based on your own preference.

Is a skinny Roadhog objectionable?

No one can guess your appearance by vague descriptions, its easier to see a face and come up with characters that will flatter it. The only one being autistic and salty is you. Come to terms with the fact that you made a mistake instead of defending it.

Your face looks really good for darker/more mature characters. I'd suggest Morrigan from Dragon Age, Integra from Hellsing, Kat or Lady from Devil May Cry, and Foo Fighters or Jolyne from Jojo's Bizarre Adventure.
