Ita, but a LOT of potential here. This OP reminds me a bit of the striped pieces that Atelier Pierrot releases on occasion.

First, that headpiece looks like it's made from cheap lace. She should toss that in favor of a one-inch, solid black headband or a big black fascinator.

The dress is salvageable if she hires a good tailor, or is a well-practiced seamstress herself. (And if she did make that dress herself, then kudos for working with stripes without going insane. Hopefully she won't go insane with the list of suggestions I'm about to give.)

The ruffles around the neckline, as they currently are, are not working. Their length and floppy "freedom" are in stark contrast with the crisp stripes of the fabric (not to mention the tailored, macabre look of gothic lolita in general) so they end up making the area around her chest look sloppy. How to fix it: cut out these long ruffles, and make a neckline that is lower but still elegant and appropriate, like a square neckline or heart-shaped neckline. Exposing the skin of her lower neck could also add a bit of a vampiric or porcelain-doll feel. (She can still wear that black blouse underneath for an alternative coord with the same OP, but the white ribbon should be left out, as it's a spot of white in an otherwise grey-and-black coord.)

Another change: those two flaps of fabric hanging from the waistline should be removed. I can see a little of what the original sewer was aiming for, but right now they're less "Cinderella's ballgown from Disney", and more "check out this modern 100° angle that is here for no reason at all". How to remove them: separate the bodice and skirt with a seam ripper, take out those two waist flaps, also with a seam ripper, and then re-sew the bodice and skirt together.

A mini fashion corset or a vest (like those from Excentrique) in solid black, would be entirely optional, but owning one would add yet another coord possibility to this dress.

Communities such as the Oklahoma Lolita community (if you really consider it a community, more of a fan club ran by girls who do not know how to behave like decent adults) give Lolitas a bad name. This is the same girl who reached out to our community a little while ago to HELP THEM yet this is how they treat her? If I could extend any advice to this Lolita, I would suggest you disassociate with that community, in its current state, nothing good will come from it. First, I'm not sure why you are assuming someone who is active in the OK lolita comm posted this. That was a profile picture. Anyone could have access to that photo.

Second, you're saying the comm is trash because you perceive they "treated" her wrong. The OK comm has grown exponentially in the last year, there are plenty of girls to get along with, and the events are great. I don't think people realize that the comm leaders spend a lot of time and even money to make stuff happen for us. They are also really organized and transparent about what they're doing. I find it hard to believe they would kick someone out for no good reason. They do kick people out at the first instance of drama, but they don't play favorites-one of the girls kicked out in the past few months was one of the mod's best friends. They've let people back in, too. Bashing the whole comm on cgl is just making it harder for your friend to become re-involved, if that's her goal (but from the sound of it and what she's told you, it isn't).

I never assumed it was from Oklahoma. I just want to an out of state con, I often post to Lolita groups and pages on Facebook. My friend saw it was posted here, and I was like lol why? You can't even see my outfit, and it's not Ita either, but ya know, I'm new so maybe. It was when someone other than me said that the Oklahoma comm loves drama that I then knew it was someone from that community.
You don't have to believe me, but alas it's the truth.
I've also spent time and money into planning things. But I guess that didn't matter.
Sorry for being enthusiastic about things I put a lot of work into.
