I guess it depends on what timeframe you're looking at.

Me, I've always imagined it as being a bit after her tits grow in, enough that she's having to try and work around them in her daily life, but not enough that she's got the hang of it yet.

You could push it along a bit further (though not so far as to when she's an adult) to when she's trying to find a solution (or a workaround) to the two problems closest to her heart.
