The problem with Western game development is how "butthurt" the society is with the adult industry, gaming is already considered as immature, so adult gaming?
It has little to none available market value, no one will invest significantly in it, and you can't put it on your resume if you need to find a job after finishing one.
The only thing possible is using patreon, even so there is no distribution platform for your game that as sufficient visibility to permit revenue to invest in another project, so they are dependant to patreon and other form of crowdfunding.
Japan doesn't have this problem, so it's normal that hentai is dominating the adult gaming market, both in quality and quantity.

That's really not true. There's lots of good writing out there. Akabur, for example. A game like Witch Trainer would be junk if it wasn't for his writing and how he captured the characters perfectly. Everyone acted exactly as you'd expect, and it's one of the reasons Princess Trainer is heralded. His characters are realistic works of art (let's disregard the plots for now).

Another example that's in direct competition with I Love Daddy, is Dating My Daughter. MrDots' writing in DMD is waaaaaaay beyond the junk in I Love Daddy. The plot and characters are both so believable that it's hard not to get immersed.

You don't even need a story, really. As long as the characters think, act, and react in a way that is natural and believable, it's nearly impossible for the story to be bad since the characters will carry it.

If you don't feel any core emotions for a character, then they're written/acted poorly.

A character has to feel real to jerk at your heartstrings. It is human instinct. We can tell subconsciously when a character is poorly written. Our brain knows, and doesn't react to them with heartfelt emotions, just erections.

Now, for stuff like Witch Trainer, Genie and Snape were great. In Princess Trainer, Isis and Genie were top knots. Akabur really shines with brash characters. There's a lot of chuckles to be had at their crudeness and humor, while at the same time they feel like someone you once knew because they're so well done.
