For now we going to be doing releases every 2 weeks or so, so these first 2 months we will try to role most features, at least in its basic form, and expand, change or adapt from there.

My idea for the game is to be somewhat like Hentai high school in the sense that you can manage and corrupt the buildings of your city, introducing corrupting policies that help you change the behavior of the city.

Its a lot of work but I think in the end it could be pretty fun, specially if I manage to get right an intrigue system where NPCs fight between them with their own agenda and stuff, we'll see how far it can go, but for now baby steps

yes, you can have both.

And yes that will be possible, the idea is that the MC can have high or low reputation, low reputation means he is either a POS or a corrupt leader(in a goverment sense). Which means people will either hate or fear him. Same will happen with NPCs that you put into position of power, depending what they do, they may be hated over time.

The idea is that each position requires 2 skills, i.e. inquisitors need intrigue for their job performance, but diplomacy and persuasion are important to be "tactful". So if you put someone who has incredible intrigue but the other skills low, he will be ruthless and hated, but doing whats need to be done.

About the policies, you can probably find a balance where there is not much corruption nor purity.

I.E. the priest will always try to purify the church (unless told otherwise and if he/she accepts), even if corrupt policies are in place

We are thinking, once we roll and establish the generic NPCs and other things, to provide a format so people can submit their content which could be added into the game. This would be short, but useful to make the game feel alive, i.e. a small 3 scene paragraphs that requires the church to have X corruption and skimpy clothing where you find 2 nuns fucking each other.

Of course, this will only work if people help us with texts and this extra content, but even if we will not depend on this it may help us speed things up!

Did I miss something? When did Ganassa's art become the pinnicle of western hentai art? It seems to me that people can't tell the different between a good artist and a good hentai artist. Not quite as easy as throwing it together in the editor, but not too hard either. The basic idea is to create each line of text by yourself, as dynamically created Text UI components. You can measure the text length before rendering it with the TextGenerator class, which lets you find out how much of the text fits within a given line.

Image assets to be used in such a manner need an additional "flow collider" (essentially a 2D collider or combination thereof), but that's quite quick to create manually at start and only slightly harder to do programmatically if you don't care for pixel-perfect colliders.

Pretty much the only thing that's missing to make it a "proper" character system is representing special abilities as something akin to CK2's or Whoremaster's "traits" (with special bonuses, activities and events tied to those).

Though I personally disagree with how CK2 deals with stat bonuses tied to those traits: If you have a stewardship of 73 and gain a trait which gives you "stewardship + 8", you suddenly have 81 stewardship, whereas in my ideal system, the new trait would just lower the base stewardship to 65, resulting in you still having just 73 - but with the ability to get much higher, since the maximum value (typically 100) would be tied to the base stewardship, not the modified-by-traits one (if you were able to get to 100 before, you are now able to get to 108 total modified value).

If I were you though, I'd scout for simple icons to represent the attributes/skills: sword for martial, lock for security, pliers for labor, flag for tactics, Greek column for governance and so on. Much quicker and takes less space than writing out the text - which can still be available as a tooltip. For example, see if you can find nice icons from the "Font Awesome" pack.

There are 15 positive and 15 negative traits (too little, will expand this soon), and each char has 2 of them at the start. I.E when you try to bribe them the trait "Greedy" means they will require the double the amount of money they would usually accept.

They also have "recent past" backgrounds and childhood backgrounds, with 45 each that means 90 different backgrounds that both define their initial traits and some of them will have impact in certain roles.

You should use something like List<Trait> (or HashSet<Trait>; not sure if Unity already supports .Net 4.5) for storing the traits, flaws and so on. Don't limit yourself to a few hardcoded ones.
