You know I should probably just take this opportunity to explain how I choose artists. A lot of amateur devs start here so maybe this'll be useful to some of you.

I've hired a shitload of artists over the years and even learned how to draw in order to finish my games in case I ran out of money. I learned for Overwhored because I mostly funded its development out of my own pocket for four years. The first artists I hired weren't much better, though if I hired them to draw the same pics today they'd be a damn sight better. At least one of those artists is pretty good now. Then they were absolute amateurs trying to start drawing erotic art for money. We matched perfectly because I was an absolute amateur of a game dev and it showed in everything I made. Part of why I took so long to accept money for Overwhored was because I was still learning.

First establish a budget for yourself. I suggest a MINIMUM of $50 for a full color picture. That's extremely skinflint but that's what I paid back in the Overwhored days when I was still paying for everything out of my own pocket. More realistically you should expect between $60-100+ per picture from reliable artists.That's a lot of cash. Plan the number of pictures in your game appropriately.

Second look for people with a solid, reliable commission history where the pics come out quick. Make sure they haven't burned out recently by seeing how many recent pics they've done. Then google them a bit to check and make sure they've got a good history.

Third prioritize people that have worked on or completed projects. This means other games, their own comics or some sort of long term work. Basically you want to make sure they have the endurance for a game. Games are a TON of work for artists, I've burned out more than one.

Fourth talk with them to see if they're interested and get to know their personality. If you can't stand them as a person don't hire them. You need a lot of back and forth open communication to produce good art and scenes for a game.

Double check after that to make sure they understand that games are a fuckload of work and if they're worried about burnout they shouldn't do them. I have learned this the hard way.

Finally talk to other artists you've hired before and liked working with about friends they'd recommend. Artists tend to know what other artists are worthy of respect. Just keep in mind they're gonna be a bit generous when talking about friends.

That's most of what it takes to hire someone that works. Just make sure you can handle the fuckload of work that comes with making a game as well. Don't burn out and screw your artists, either.

And just because people are less aware of it (or just can't really pinpoint what's wrong), doesn't mean he doesn't need to improve. It's not his style, and hence end of the story. No. It's something he clearly hasn't mastered yet.
This is similar to applying a perspective projection, while getting the vanishing points wrong, or working with contradicting sets of vanishing points, or just generally fucking up the perspective (rules)... I think people notice such errors better, since they understand perspective better than they do understand light. Point being: once you start to draw with a perspective projection, you better understand it and get it right - or Salavdor Dali. No excuses. Same applies to light/shading, even if it's maybe less important (since you can do without).

While this might be true for reliability, you'll also miss out on up-and-comers who might be significantly cheaper, OR who might be willing to attach themselves permanently to your project.

Artists have to start somewhere, and someone has to give them their first commissions. I'd argue that a trial period might be a better way of going if you're looking to maximize your money. Get samples, then give them a single commission. Evaluate how they do and how long it takes. Then maybe give them a few more, and go forward. Yes, they may flake out down the line, but if you're looking for the most bang for your buck, it's your better option.

$150 is completely believable for a CG, I'm paying the artists I work with $200 a CG with a variation or two, and my background artist for Reclaim Reality between $80-150 a BG (with variations sometimes).

Part of what you're paying for is what Cypress listed, that they're not only experienced, but that they "get" what you're going for with the art you need for your game, how to stylize/present the art so it matches the feel of your game and/or the game's interface well, that sort of thing.

You're also paying for reliability and speed, as well as name recognition (ex. I got rtil on for game over CGs for Future Fragments, this brings extra credibility and quality to the project from his name alone).

By paying that kind of rate too, you also make the artist feel valuable (which they are), which in turn makes them feel happier working on your project as well as wanting to return that payment in the form of serious effort/quality put into their work, too.

Pretty much yes. The storyline I have for Agrabah puts Jasmine in a difficult situation. She made a mistake in the years prior to the game that puts Agrabah in a terrible state. You won't actually meet her until half way through the section. The first part will be the player hiding in the desert as well as in and out of Agrahbah. I'll be adding an actual "marriage" system in that version which will dictate what happens next.
This section, while being about the eastern characters, will focus on the player. You get to choose what background you come from, have it impact your gameplay and learn hand to hand combat. Not for the use of a combat system, but to add to the player's skill. There's a point where you meet Jasmine that the player simply needs to beat the crap out of her.
There will be incest however. The player spends about 20 years in Agrabah and ends up having a daughter with Jasmine. Obviously he travels back time using the magic lamp, but incest... just putting it out there lads.

Depending on the kind of background the character will have will there be a possibility of getting a kingdom of your own? I was thinking if you manage to get a kingdom of your own, and you did travel to Agrabah and/or hook up with Jasmine (or any other princess, which you should add a Merida & Elsa route) there should be a kind of diplomatic route were both kingdoms you and her rule thrived as each sides benefit from each other in terms of trade tourism, and education. Better ways to make money. Opening new skills and weapons to choose from. Like a gun and others. But this would also add conflict from neighboring and regional kingdoms. Leading you to war, and that will depend on the armies and weapons you got. For Agrabah to stand and keeping Jasmine safe would require you some options on how it will survive. Jasmine should learn how to fight as well. The Aladdin series already has villains you can choose from, and they each own a kingdom of their own after being kicked out from Agrabah. And if you did own a kingdom of your own you could consider trading skills.Example: Agrabah doesn't have guns, but your own kingdom is researching and building one. If succeed then you bring the guns and use it one Agrahbah's enemies. Side missions should be added to weaken your enemies position. Succeed and there will be a condition were they will surrender and you would the chance to either make peace or just occupy and absorb his/her kingdom to the kingdom residents which you side. Their fates at the end will be up to you. Assign the kingdom's own men to manage its control, but also use the occupied kingdom's for yourself and your princess wife

Alot more ideas to consider adding. Maybe a sequel. Also, the daughter I think maybe it should be a number of multiple endings

The player will have the choice to fix this or embrace it. The outcome of that will eventually lead to the player marrying Jasmine and having a child with her. Sounds as a good base, and not too complex or unwieldy.

It'll obviously need some tweaking and expanding as new positions are created (getting a high priestess on your side will be different from doing the same with the head of a necromancer cult or a smuggler's ring or what have you ...), but you can cross that bridge when you get there.
