I had high school buddies who took calculus then struggle with algebra after a few years of atrophy in jobs that didn't require much math. Some of the fools who did sports, particularly running-heavy shit look more out of shape than me now. I would imagine that in an exam-driven culture the former phenomenon exacerbates as the key impetus is getting a good grade then. I agree Arata's depicted as cartoonishly incompetent and it is the weakest point in the franchise, but this is an existent phenomenon. It doesn't help that the author pigeonholed herself into this by having other characters at such a comical level of incompetence.
