Like I said, I don't know. But I remember getting a tempban for reporting for illegal instead of rule violation before, and that ban was almost 30 minutes later so what I'm thinking is:
1. There's very few illegal content reports which makes going through them easier
2. There's a way to find them through the report list which would explain the fast response
3. They're filed separately and thus organized by priority (obviously you get the CP out before the shitposting)
If you could report for a specific rule rather than "breaking rules in general" then that might help things go through easier. Tons of people misuse the report system and I can imagine sifting through every report to see if it's correct or not is annoying, especially when you don't even know what rule is being broken. It's not a big hassle individually but you have to go through a couple hundred of these a day and that can take a toll on your motivation.
