I watched the TV series first and then the OVAs. Trust me on this, watch the TV series first. It's like how you choose to taste a bunch of dishes.

OVA1 & 2 are in a different continuity from the TV series. The TV series is a reboot so you don't need to watch them, but you should anyway since they are great!
I recommend to order you specified. OVA 1 & 2 first to get a good grasp on the characters and see if you like the style, characters, and world, then move on to the series.

My Hero Academia > Movie 1 > Little Witch Academia > Movie 2

What about subs? Not much choice for the first OVA it seems but both Commie and HS did the second one. And for the TV series there's several options.
