Many mobile gacha games launch with a very small selection of interesting chracters.
Kirara has dozens right off the bat from the main series, and hundreds if they dig deep to everyone currently published.
A couple of variations of each, and suddenly gacha rolls are going to be a fraction of a percent to get what you want.

If there's enough gameplay or story to keep people playing it, it's going to explode with cash.
