Keroro was always monthly since it runs in Shounen Ace, a monthly magazine. For a while there was an extra bimonthly chapter in a different more child focused magazine (Keroro Land) which was thrown into the volumes too, but Keroro Land ended shortly after the anime.
In addition to being monthly, the chapters are short - generally 16 pages, but in the last couple of years due to Kemono Friends work there were often 8 page chapters too. The newest volume actually had every chapter released up to last month's, so it'll take a while before there's another volume.

Because Serval is being used as the clearest example of different generations of Friends. It's a know fact that she's not the same person as the game and manga incarnations, so basing a figure off of a previous version of her would be wrong. On a different note, I hope if there's a S2 they introduce completely new Friends not found in the game or manga.
