How much bitrate a webm needs to look good depends on the source.

A show with a small pallete of clean colours, few gradiants and little movement will consume a tiny amount per second compared to something with lots of particles, grain effects and has a lot of movement.

I use WFR and generally start with the following:
>Resolution 480
>CRF 40
>Tolerance 2
>Audio 0 (on the vast majority of webms no-one will notice higher audio values and this saves you about 1MB)

After I encode I use the resultant filesize and visible quality to decide what to do next.
If it's far too large drop the resolution to 360 or see where I can trim things (WFR log shows the size increase from each ~5second segment)

I tend to use only the following pixel widths: 270, 315, 360, 420, 480, 720

For CRF values I start with 40 and try not to go higher, this is the rough scale:
>20 great quality
>21-30 good quality
>40-50 borderline acceptable quality
Below 20 there's little benefit, at this point you may wish to increase the resolution instead.

Finallly once I have my desired CRF and resolution I start increasing tolerance until I hit just under 4MB

Sometimes you just have to accept the limitations on the board. This webm had to be cropped quite a bit and even with low res still doesn't look as good as I would want it.
All you can do in that case is pray for VP9 at some point

This is my own observation, but I've noticed that CGI is well-suited for communicating the scale of objects. when there's something massive on screen I get a better sense of it in cgi than i would in 2d.
