Watch the scene again, he's breathing hard and then he kind of lets out a huge breath and his eyebrows furrow like when you're relieved or when people sort of laugh in disbelief and then he starts crying and you can tell he's straining not to and then it overcomes him and he cries into his hands.
He's a strong person and he obviously wants to stay that way. Him trying not to cry seemed like it was was him trying to be strong but the emotions overcame him because he was feelings a lot of different things probably and he starts crying into his hands. Not because he's sad, but because he isn't the type of person who cries infront of the whole world on live television. Otabek clapping and sort of smiling at him should give you a hint at the mood of the scene. It wasn't a sad scene, it was emotional but not sad.

I think what Kubo says is inline with his character and the scene, so I feel no need to cherrypick her words and what I feel is canon or not when it suits me.

Otabek says enough about himself and his past to makes him one of the most established side characters in the series in a matter of about three minutes. We probably know more about him than we do about, say, Chris, despite Chris showing up way earlier than he did and getting more scenes.

He's probably one of the best-liked characters in the show, and one of the only side characters to consistently feature in doujins and fanart.

I see absolutely nothing charming in Yuuri but I'm not retarded enough to claim this doesn't make him a character or that he has no charisma. Obviously there's something there if people like him, it's just that he didn't click with me. Same goes for Otabek. You not liking him does not mean he's somehow lacking, especially when he's one of the best-established side characters in the entire series.

I'd say he's about as established as Phichit.

We know both of them are deeply proud of where they come from, we know where both of them have trained (Detroit for Phichit, Russia/USA/Canada for Otabek), we know their future hopes and goals (ice show for Phichit, taking the gold for Kazakhstan for Otabek). We know Phichit is a social butterfly and master selfie-taker while Otabek is mysterious and tends to keep other skaters at an arm's length. Phichit was Yuuri's only friend abroad, Otabek was the first person to ask Fairy to be friends. They're pretty equal in everything but screentime.
