Tsunade didn't want to be Hokage anymore so she retired. Kakashi already had the popular vote shortly after the Pain Arc and didn't mind being Hokage. Naruto obviously couldn't be Hokage. He had power but lacked knowledge on how to run a village.

He's probably the strongest "normal" ninja in the village other than Naruto and Sasuke. It's just too bad he doesn't have much fighting screen time in shippuuden so we can see more of his skills other than insta-kill eye warp.
He's also probably stronger than Tsunade in a straight fight. (not that it's much of an achievement, since she's a woman in Kishi's manga)
