Alright, I was originally fapping to "Perfect Banned Book Catalog 2", but I realized mid way through that it didn't actually have Mikoto in it, just Imouto. The search I put in for this fap session is "character:"mikoto misaka$" "touma kamijou$" english", so that one is tagged wrong. So there is actually 78 doujins, or maybe less than that.

Anyway, I had to go the next one on the list, which was "Wild Strawberry". It was standard fair, with Imouto seducing Touma, then Mikoto eventually joined in. This one was quite nostalgic for me. Unless Ellis was a Gemstone, the Power Curriculum Program would have to be at least 20 years old. Probably not much older than that, considering that his death was pretty much trial and error. Assuming he was around the age of early teenager, that'd mean that our main crew are among the second or third generation of Espers. Early esper experiments were likely not done on random students either so much as lab rats that Academy City wasn't going to worry about losing any time soon, so even if the esper program is old enough for there to be adult espers those adult espers likely either did not survive to the time they were adults or are confined in Academy City as they're not people who will be missed and others might make a fuss about. Aleister will still likely be finishing his plan before the esper program that was used on civilians ever has to worry about letting them leave the city.

That said it's not as though leaving the city is entirely out of hand, Touma is given permission a few times as is Mikoto, it's likely they just monitor the few students who leave carefully, and if there's only a handful of adult espers they might simply be under constant surveillance, but again this would be an issue as the general public gets old enough to want to leave, and why Aleister is on a bit of a timed run.
