Technically speaking Goku was going "all out" in the sense he was drawing out the maximum power of the forms he used though SSB is questionable because the way acted would implly he was holding back.

Toppo's power isn't form dependant so he could have the same appearence but be far stronger than previously, but still, we know Goku has forms to spare so he would be able to defeat him regardless.

Saiyan's don't have any real limit of how powerful they can get but there is a limit on the zenkais. It's obvious when Vegeta says they've hit the limits of their strength it's because at this point they've just been getting incremental power increases relative to their level.

When Goku trained for seven years between Cell and Majin Buu, he went from an Ascended SSJ1 to SSJ3. The time between BotG and RoF he went from SSG to SSB and from that point until now even with years of training they're still SSB just stronger because of perfecting the transformation.

It's obvious that their increases in power are slowing down, that's why Goku perfected the SSBKK to go beyond his limits.

It's just really because black's moveset is incredibly limited in the manga, he really only uses his ki sword like one or two times but their uses aren't "iconic" enough for them to become noteworthy ultimates compared to the anime where the sword is the core of his fighting style and does lots of flamboyant poses in it.

Champa for example is based on the manga because it's the only iteration of him that has a distinctive moveset at all, but still you can see it's still quite generic compared to characters who have had a lot more screentime to show off their techniques.

So far Dragon Ball Super has followed Toriyama-sensei‘s plot, but I think it might be interesting for Toyotarō-sensei to become more involved with the story-writing process from here on out!
