Then again, they'll probably do the lousiest job just to get the money. In other words, you're probably gonna have to check people or groups yourself and judge off their releases.

There are some, if you pay attention.
Oku-sama ga Seito Kaichou had some recently.
There was someone that translated it for a while but hadn't done a chapter in about 8 months, so someone else started working on it.
Then the old guy that was working on it contacted him and said "Yeah, I'm working on chapter 40, knock it off".
The new translator skipped 40 and released 41 and 42, and that was more than a month ago.
The releases look like:

It depends on a handful of things.
If I care about what I'm working on and want it to look really good, I'll leave every spec of dust on the page.

If if it's just something I'm "meh" about I'll just clean the text and typeset it.

Some tanks use bad quality paper as well, do it can vary a good bit.
Magazine raws will almost always be bad.
Doujin usually have the best paper. Here's an example I just scanned. And something like this would only take me around a minute to clean.

Does using a graphic tablet make editing/redrawing much easier? Is it worth the investment? Can I just get a cheap one? I know next to nothing about these things, and I only use Photoshop.

It really depends. If you're too used to the mouse it will be a difficult transition, and I've read some go back to the mouse, and other cases were they really speed up with a tablet, even a cheap one.
Mostly the latter, so you should definitely try it if you have the money, I've heard the HUION 420 is quite decent among the cheap ones (about 25 USD or less). Really small, though, so maybe you'll have to move to a mid-size or bigger later.
If you do typesetting it can help a lot too.

If you're going to get a tablet I can't give much of a reccomendation, Wacom and HUION are the only brands I've ever heard of.
Personally I use a logitech g502 mouse during my photoshop work, it works fine and you can still "draw" with the pen tool (not the brush) if you need accurate lines.
