Now imagine a few strong individuals show up and your mages that would normaly stomp them because they are 10 level above them are now 10 level below them.
Everyone dies, but we know this can never happen because the higher ups are secured tightly and unreachable, oh wait they are not.

Well at least our mages cannot miss use their power since we make sure of that with limiters in the TSAB.
It is not like individuals and civilians with AAA and higher power can run around everywhere without having to deal with limiters in their daily life.

I don't think it's a secret, just not public knowledge. For example, Subaru and presumably Ginga can hold their breath for 30 minutes or 3 hours or something with no equipment or magic, which is clearly abnormal. Same with anyone who ever did a medical examination or mystic scan or what have you on them.

Kind of reminds me how the cyborg reveal in Strikers is a surprise to viewers but not at all to any of the main characters. Subaru's close friends already knew, they just don't constantly broadcast it to the world because there's no need to.

Pre-Strikers I think Subaru was telling Teanu stuff like how she can go nearly a week without sleep if she needs to like it was no big deal. And tossing her around like a rag doll because she's inhumanly strong.

Yeah, the weird origins of half the cast is one of my favorite things. This particular reveal also does a fantastic job of retroactively explaining why Subaru said what she did to Mach Caliber on top of the train.
