Toriyama is literally making this story up as he goes instead of actually thinking through it, like most authors should be able to do. You're talking about a man whose new arc involves some kind of tournament, that includes the majority of the U7 team being non-Saiyans.

The problem with this is that Toriyama never bothered having the other characters catch up with Goku and the Saiyans like he originally did when Tien, Yamacha, and the rest were following Goku's lead by training with the King Kai. It went nowhere after Goku went Super Saiyan. Now the power scale is way too high for the other characters to catch up that could seem plausible.

At any moment, Toriyama could have easily made some new power up for the other the other Z warriors like he did with Piccolo, but he didn't. Now, even Piccolo, the Androids, and Buu are obsolete. Baring Buu and the Saiyans, no one on the team is even on Cell's level. It would be some hack writing if Toriyama tried making Krillin or Tien credible again.

It would make more sense if Goku was out of commission for the Cell Games due to the heart disease taking way longer for him to fully recover. So Broly is around Perfect Cell, but probably weaker since Goku and Gohan don't seem to be as strong as the ones that fought Cell, Broly is probably on a world where Vegeta/Trunks defeated Cell and so Goku/Gohan came out early off the rosat, and Vegeta/Trunks/Piccolo are weaker.

Then in his next movie, Broly is upgraded a bit, probably to Super Perfect Cell level since he can beat a weaker than normal SSJ2 Gohan.

But seriously, what do you want? For them to start throwing galaxies at each other? After a certain point showing feats that equate to the level of power stated is pretty much impossible without resorting to "literally everything explodes every time a punch is thrown".

When you get to the point where you cannot escalate their powers in any sort of demonstrable way, and when the show has become a "look how strong they can become" festival that has abandoned all of its characters besides the very strongest, then I'd say the show has reached a point where it must either conclude or change.

I like Super's more slice of life moments that give characterization, but Super has not provided one single fight that would be memorable in either scale or animation compared to any other work, including older DB entries.
