I'd say Cocona and Yayaka are about equal in terms of development. Cocona's is just far more stretched out while Yayaka's was basically front and center for 2 episodes in a row. They really need to explore Papika more and I think that's exactly what they will do.

With the return of Papika's memories, she will no doubt remember something troubling and be at the lowest point she's ever been. It will then be Cocona's turn to save Papika just like Papika has saved her from her own lowest point in the beginning of the show.
