Her goals might be to make being an MG accessible to everyone. It's possible that's the "reform" she's talking about.

One thing I notice about this series is character goals don't tend to be stupidly evil for the sake of being evil (except Fav. He's the only exception I've found so far).

Pythie's goal is to create an ideal Magical Girl of justice.
