Zamasu wished to become the Hakaishin, and Black is his Kaioshin counterpart. Goku et al will work it out eventually and, upon returning to the future, try to kill Black so that Zamasu dies as well. However, at the last second, Zamasu and Black potara fuse into one immortal Hakaishin/Kaioshin combo.
This form is eventually overwhelmed by Gogeta, but still can't be destroyed due to immortality.
They're still working out the details, but either Zeno comes in and erases a sealed/depowered Blackassu, or something fucky with the corrupted time rings will allow them to erase the Hakaishin-Zamasu from history (e.g. they break the corrupt time ring and everything that was changed by its use becomes undone).

He mostly has the same goals, opinions and has even shown Zamasu's fighting moves but it feels wrong to simply say that Zamasu is possessing Goku's body, with Black even having Goku's techniques, urges and habits I'm starting to think he might be some sort of mix between Zamasu and Goku.
