I've been thinking about this, and I think I've come up with a theory.

Overcompensation.

Let's take an example. Say, Maken-Ki. Now, in Maken-Ki! (exclamation point optional), it was written as a harem. As such, the most focus was put on making the girls appealing, both personality-wise and sexually. Haruka is the typical childhood friend with big tits you liked when you were in grade school, and Inaho is the childhood friend with not-so-big tits who you thought liked you. Himegami is the typical ojou combined with a loli. Aki is the ara ara Christmas cake who, despite being a sexual beast, is paradoxically pure as snow. Chacha is the black girl. Azuki is the tomboy. There's also the uptight student council president, the possibly lesbian girl, and so on and so forth.

On the other hand, you have Takeru. Nobody cares about the men in harem anime, especially this one, so no focus at all is brought to his character. He's there because nips need a self-insert, and that's it.

So in the 2nd season OVA, Takeru gets genderswapped. But now we have a problem: Takeru was written and designed to have the personality and attractiveness of a wet bagel. Then, by simple logic, his female form should be the same case - a completely ordinary schoolgirl who would just as much fit in as a background character.

Now, obviously, this can't work at all. So when an author who primarily focuses on making girls attractive must now focus on a guy-turned-girl, they must overcompensate. They HAVE to get the audience to like her, in spite of her former background.

In the case of Takeru, now Takeko, they instantly give her a scene focused on her fondling her own tits, a masturbation scene, a scene where she strips down naked (showing both her tits and ass as she does), then climbing into a bath with the other girls, symmetrically docking with Haruka while both are naked, and so on. They really tried to make her seem a part of the harem herself instead of just the MC, and it shows.

The simplest solution is to have the MC move to a new school/environment where nobody knows she used to be a boy. I do not disagree, there are few harem shows I have enjoyed and most of them are from the Tenchiverse.
