But you didn't see the whole game. In the game there are a few skits where Rose shows that she doesn't really understand the concept of empathy. For instance after Sorey and Mikleo find out the truth about their past they're rightfully bummed out, in comes in Rose who can't for the life of her really understand why or feel empathy for it, she also admits that it's a common thing for her, Sorey and Mikleo are then forced to apologize to her.

Then there's her whole pure assassin bullshit, which even the game later on points out is in fact bullshit. The only reason why she hasn't become a hellion not because she's pure, but because she genuinely believes that all her actions are correct. Even if she's killed innocent people before (which is actually a guranteed considering how she was willing to kill Sorey for her perceived belief). The only other character in the game with her personality is a literal serial killer.
