Because it was an anniversary game, which they had big plans for. One of which included a prequel game. However, due to the fuck up of the game's developers abs especially their producer the Game fell flat.

However despite the game being seen as universally disappointing there are still things that were good about it. So they want to pick themselves up by fixing the game so they can at least have salvage something from it and use it like how they intended.

You can see that Artorius sacrificed Velvet's little brother and the result was Laphicet. Also Artorius has a dragon motif. Maotelus is the only seraph who takes the form of a dragon and doesn't become a lost cause like Aizen and Tiamat.

But see get this. People liked Tales because they are fun, dumb games. Story is almost always shit, but the characters are fun. Well, Graces changed that. Gameplay was meh, and both the story AND characters were shit. And it only got worse from there.

Fast-forward to Zestiria, which is absolute crap on all fronts no matter how you cut it. It baffles me that people that liked Tales games can continue to support the series after that shit, considering that they are still using that ugly-ass Graces-inspired art style and boring combat. If you liked Tales games before, it makes no sense to continue supporting the series with the way it is being handled. Maotelus is a fairly recent pick as the prime deity and he's not their boss per say, he's just the strongest. Seraphs who become simple lords of the lands aren't particularly special, but Maotelus is an ungodly monster in that regard. He uses the entire continent as his vessel and can contract an army of shepherds if he feels like it. While Lailah can only handle one and Sorey was already quite talented. There was another before Maotelus, although the name escapes me. Innominat according to the wiki.
