Because if you think about it, SSJ4 is derived from becoming a Super Saiyan while in Oozaru form. Vegeta was able to attain it despite never having reached SSJ3. I bet Goten and Trunks would have been able to just as easily do it the same way with the stupid Blutz Waves machine Bulma made.

Kaioshin create planets, Beerus and Champa destroy planets, civilizations don't advance to the point where they're threatening the natural order by developing too far or growing too strong. Beerus is there to beat up anyone that's a threat to the universe itself eventually, while Whis is there to make sure he's doing his job.

Its like Galactus and Celestials, except in this case the Silver Surfer is stronger than Galactus.
