Japanese feels weird like that. You'll be reading and when glancing over long strings of familiar kanji it is like your eyes fly off in front till eventually slowed down by a drop off in grammatical direction and a wall of images, nouns, etc. then speeding back off again in short bursts. Almost as though the 'grammatical stuff' was merely directing your minds eye to the meaningful chunks of what is actually there, like a torch in the dark illuminating regions of an old house.

If it's possible to learn kanji simply through vocab, then why do Japs, who should've seen them every single day for years and years, have to drill them through rote repetition to learn them?

あまり・あんまり is frequently found paired in negative verb clauses, which is where the "not too" part of the meaning comes from. 余り itself refers to a remainder value, of which as a modifier to 好き is how you get the notion of an amount of "liking something" with the negatively conjugated copular, basically defining that "amount of [liking something]" to be negative overall.
You will eventually see this negative construct again in the form of のあまり~ない. Japanese is an agglutinative language, which unlike English uses conjugations to more or less dictate the overall meaning of a clause.
The TL;DR is to pay extra attention to how the very conjugates in a sentence to get a hint as to how things like adverbs and other modifiers are altered in meaning. The patterns are common so if you pay more attention early, you'll come to feel them more intuitively sooner.

is the "tou" connected like in Toukyou or is it split up? In the end it depends upon how the composition of the word happened. Considering the meaning of the word the first part being "neto" (=net) and the second part being "uyo" (so splitting up) would make the most sense to me, but I don't know for sure.

I only used Lang8 for a couple days, but I did correct some entries. Most of the ones I looked at were so horrible that it wasn't even worth attempting to correct. Yes it's passive. If you want a literal tae kim-esque translation, the structure means something like:
"As for ~, how is [it] thought [of]?"

Passive is like passive in English, 言う = to say, 言われる = to be said or told.
人に言われる = to be said/told by a person.

It's also called the dictionary form. It's the "basic" form of a verb, before one applies conjugations for example. In English the infinitive form is the same as most other forms though so the concept is hardly relevant. I've problems remembering the new words and there are older words that show up that I've forgotten as well, like for every new word I memorized there is an older words I forgot about.
