Maybe Law's flashback could have been in punk hazard. I don't know or combine it with Doffy's. None of it was bad necessarily, just all of it together made the arc cumbersome.

Why write Baby 5 so shitty? It could've worked just as well to have her resent Doffy over killing her fiances. No flashback needed, just implications over how bad Doffy was to her could have worked just as well.

I think it fit Doffy because of where he stood power wise.
The fruit had to be used by someone that had a large amount of control, but to put it in the hands of a true "world power" like the government, and how far their control actually reaches? Probably would have been too OP/cumbersome to deal with.
