What probably happened is Chrollo stole Sun and Moon, and then when the dude died, he expected it to be missing from his book, but found it still there. So he tagged something to make sure it still worked properly, was satisfied with that, then closed his book.

But the tattoo remained.

He then considered his own abilities, and those of the Spider, in making walking bombs, when he discovered that he override some of his book's own rules when placing Sun and Moon on a Gallery Fake. In combination with his bookmark, he considered the potential of having so many active abilities at the same time - especially ones that could be misunderstood as other ones, thus confusing the enemy of what he's supposed to be countering the tactic with.

All the while, he still has the ability to fight offensively since the bombs trigger by simple movements which are possible to control with all of his manipulation abilities, and as long as there's a crowd, he can remain incognito among an endless supply of potential puppets.
