Relationships are either:
- with lots of accidental lewds, but no real romance or sex, usually due to MC being a faggot (for example TLR)
- all about sex, with everyone acting like a goddamn whore (for example Uwakoi)
- exclusively romance, consisting of crapload of doushio, misunderstandings and dramas, with becoming a pair being an end-game goal (most of shoujo, like Taiyou no Ie)

I have a hard time recalling more than few series where relationship developed naturally - meeting each other, mutual attraction, starting dating, doing lewds, having sex, all in due time, with appropriate pacing.
