The use of camera angles, lighting, cinematography and sound is way above your typical TV anime. Additionally, despite everything they cut, I thought that what they did adapt was adapted really well. Direction was definitely the strongest point of the anime.

Watch episode 3 again, the scene where Satoru finds Kayo in the shed. It's creepy, intense and animation is smooth as fuck. There's very little dialogue and yet it works.

Now watch scene on the roof in episode 12. Satoru slides around on the wheelchair, Yashiro just keeps standing there, the camera hardly moves, the VA's just keep yapping at each other with no emotion. There is nothing interesting visually. It feels bland and cheap. Not to mention they keep cutting to flashbacks.

People will deride source material and say the writing is shit. That doesn't matter, because the early episodes were able to trim any unneeded fat and focus on what was good. What makes this show such a letdown is supbar direction of latter episodes. Which is especially annoying because they have shown they can do much better than that.
