onto actual technique, always draw the bald head of the character first, it'll help ensure the right hair/face ratio as hair always sticks "up" a bit from the head. In your image, the head would be really wide and short.
Next, pick a particular angle for the face. Either straight on, 30 degree, 45 degree, 60 degree, etc, and use the nose to set that "middle" line of the face. If it's 45 degrees to the left, then the left side of the face will have about half the space of the right (not always, cause some people have very flat faces, and some have pointed faces, but that's more advanced)
also, don't bother coloring until your linework is completely done. It just tricks you into thinking your work looks more complete than it is. Once you get more skilled you can break the rules of course.

in the anime the green parts glow, but I'd say your base green isn't definitely "close enough" and the hair is the right color family, it just needs the contrast cranked up, That's why the statue is different than the anime, it has natural lighting.

I just draw a few waifus every weekend and some doodles here and there in my notes. If you want to actually git gud at drawing go follow someone on /ic/. I just like drawing waifus so I draw waifus during the weekend because its fun, any amount of gitting gud I do is just a side bonus. Drawing for fun is fine, I don't want to step in and be an asshole, sorry if it sounded that way. If you say you're ok with crit then I think your line thickness and curvy-ness is the biggest thing that irks me about your art right now, maybe trying out a thinner brush or turning off pressure occasionally might be good practice for being more deliberate when you draw. Things like your shoulders and some joins are very round where you've joined the dots, rather than angular like they should be.

It's weird because looking at your early stuff on the booru some of it looks pretty good. That picture of yuzuko is pretty cute, maybe because the style you were trying was making you think in terms of 3d forms to shade it like that even though you didn't know much about anatomy. Thinking in 3d shapes and proportions would definitely help your stuff a lot. I'm not sure how much ref you used back then or now but it's never a bad thing either.

One other thing is your shadows, are you using something like a burn tool/dragging the colour picker straight downwards? Those make the shadows look muddy or desaturated, shadows change in hue as well as value, you can't just make the colour darker. That's something you wouldn't exactly have to go study, you can just keep it in mind and play around with it.
