My theory, which is supported by Harvard Univesity and the Denver Broncos, is that it's because manga is a male-dominated industry. The manga industry doesn't do the same shit capeshit does, where they hire untalented feminist authors purely because they're feminists so they can avoid scandals started by tumblrinas that don't even buy their comics. Japanese women need to force their way into the market and rely on quality or a novel premise in order to stand out.

I don't know what Mizunagi's views on gender relations are and to be honest I don't really care, but if Witch Craft Works was produced in America under the Marvel license people would praise it for its "progressive" fight against established gender roles to the point where the comic itself would be overshadowed by how "progressive" it is. In Japan it's what it should be: an obscure gem which turns a staple of storytelling (knight saves princess) upside-down and has some decent comedy and an okay, if somewhat convoluted, story.

tl;dr: Having boobs isn't an inherrent advantage or a guarantee for success in Japan.
