Own houses are too expensive here and multi-flat buildings are common to live in. It may look depressing but no one really cares until they have their own place.

Commie building have their merits. I live in a early 1970's "skyscraper" in Zagreb.
There is no way to remotely shut off the water nor heating, and that means I don't have to pay for anything beside electricity. They send warnings but they can't do anything because the flat is officially owned by my brother, and I don't have any legal income.
I'd say the backgrounds that were chosen don't represent how average Russian city/town looks, they picked pretty much the grimest places to enhance the dramatic value of the images (cute anime girl vs harsh reality).
Then again, Russia does have lots of neglected places.

I love slav cities. Centuries of architecture in one place and a a touch of wilderness, even near the city center.
You can still see the remnants of old villages, vineyards and dirt roads in what's now the suburbs.
60's commie building I live in has no such merits. In fact, I can't turn off fucking heating myself at all, unless I'll manually do it in the basement, but it's closed behind 50 locks and guarded by 100 skeletons. Needless to say that ancient commie heating system is made to be able to survive harsh WW2 winter, so whenever they turn it on the living hell begins. Which is pretty much October-end of May. I use that fucking rug you've all seen on the photos as cover for the radiator, shit works great as heat suppressor. Such is life in Russia.

It's because they are drawings. They are clean, simple and aesthetic. In real like nearly everyone has visible imperfections, while anime characters aren't that realisticly drawn, so they don't have them
Imagine what it would be like if we had a hybrid American-Japanese state. All of those right wing candidates in Japan. We could team up and destroy China and subjugate Korea. Where are these pictures usually taken? A lot of them seems to be taken in abandoned towns/houses in some slav region. Like something you would expect from Chernobyl, East Ukraine or Serbia/Bosnia/Other constantly exploding Balkan country
