Ryoko is designed to be likeable both as charismatic anime character and a loving sexy waifu who will make your(boring MC) life more interesting, Ayeka is also a memorable character but has real flaws that do not flatter her personality like Ryoko'ss, and make her similar to RL woman. When you have as many options as Tenchi you can turn down a lessor woman every once in a while. I never got the appeal of Washu. She does have a loli body but she has the mind and personality of a perverted old hag. The appeal of lolis is not just body, it's also the pureness of the mind. There are plenty of words to describe Washu but "innocence" and "purity" are not one of them. Washu has probably slept with more males than all of the girls combined. The general trend for every spin-off is to make everyone both more exaggerate and much weaker, for ease of gags and plot. So Washu get more and more incompetent, Mihoshi become useless, Rokoyo become a jobber, and in general everyone being demigods get ignored. Because it is so much easier to write stories if Washu don't live on a laboratory the size of a whole solar system, Ryoko doesn't have the capacity to invade and conquer a whole planet on her own, Sasami not secretly a goddess, and Jurai not own 50% of the known galaxy.
By the way, the only reason Jurai only own 50%, is because their homeworld planet Jurai is on the fringe of the known universe. So their power couldn't project to the other end.

What I like about Kajishima and his Tenchi Metaverse is how he handles power. Despite having canon ability to time travel and resurrect the dead, the Tenchi cast in the OVAs are still bound by politics and relationships between people. The Tenchi OVAs have evolved past power-levels by simply no longer caring about it.

Because to actually end in a harem, you actually need to set it up. It isn't as simple as "I will marry you all".
However that isn't what Love Hina style harem is about. In LH style harem, the intent all along was for one girl to win and everyone else is just for marketing. Further, LH style harem male leads are rarely good enough to warrant a harem. The male in a harem NEED to be basically a really, really good catch to justify it. Sharing a guy is a big deal and a guy decent enough to marry is not usually also good enough to share.

Not necessarily. All you really need is for several girls to lust after one guy, to the point they don't care if he's in a relationship with someone else, which happens all the time in real life. (though usually that doesn't last long term, since they expect sex to lead to the guy dumping his former to get with them)
The harem ending is just that, an ending. It has to be that way because otherwise you face the very real challenges of polygamy and living life with sister wives. Tenchi manages to get around that by 1. introducing Juraian culture as polygamous anyway, and 2. making Tenchi's life basically a hedonistic paradise where he can do anything he wants and doesn't have to worry about money or subsistence. Even then, they haven't gotten to the point of being able to animate or really chronicle Tenchi's Mormon life outside of Kajishima doing Doujins.
Tenchi pretty much remains a schmuck anyway, doing nothing while the women take his seed to have kids. That's how it is with most of Kajishima's work. Its not like the hero is ever this super charismatic leader. He's always some guy that everyone inexplicably lusts after.

Ryoko at least has a history of being a space pirate and you can see her doing things without Tenchi.
All Ayeka has going for her is the fact that she's a princess and she was looking for her brother who everyone but her knew was on Earth, or something. Even Seto and Airi have more going on than Ayeka does.
