Here's an easy way to figure out how much that 5% is worth. 5% dodge is the same thing as 5% damage resist, in terms of pure math. So just deduct 5% off that attack and see how much it's saving you.

That is a bad assumption because we're assuming the bullet doesn't fucking destroy you in one shot. Dodge gets better returns on higher difficulties not because the average damage dodged is higher but also because ignoring ENTIRE bullets actually fucking matters.

You don't resist 5% of a sniper shot, you either resist 100% of a sniper shot or don't. You don't THINK about resisting only 5% of a sniper shot. You think about whether you'll resist enough whole sniper shots to make it to the next tree.

If you add up all instances of damage both dodged and undodged, it turns in to resistance in a mathematical sense. Looking it as a single instance of being shot is stupid and wrong. You don't get shot once per map and get left alone forever in fairty tale heist land.

If you only compare being shot once by one unit, sure it doesn't look that way. If you compare being shot 100 times by that unit then suddenly it does look that way. Here the truth of dodge reveals itself.

You are right about one thing. Resist/Dodge is worth more the more damage is incoming because they scale with damage coming in. Flat 'hp' increases only give you what it says on the tin. The problem here is the ratio of exchange is SO VASTLY OUT OF PROPORTION that the increase in 'hp' from rogue to crook works out in crook's favor. A crook wearing LBV has more defense in absolute terms than a rogue. This is with both having NO ADDITIONAL ARMOR SKILL INVESTMENT and both at their max possible standing dodge. That crook can shoot from 82 to over 100 armor with further investment isn't a tax for it's defense.. you're gaining more when you already had more than rogue.

The culprit here is rogue has 20 armor to it's name. 55% dodge or resist won't fucking matter when you have so little underlying 'hp' for your inherent soak to work with. For comparison, crook lacks only 15% 'resist' for several times rogue's armor value. Of course rogue has no inherent health regen, making it taboo to tap that as a soak resource. Though the same can be said for crook, and both have the same options in terms of buy ins for health sustain.

Even in OD, the exchange still works out in Crook's favor. Having more than four times someone's armor without investment is a pretty big gap to cross.

It's a simplification/abstraction to help understand that dodge isn't just some high roller magic BS deck. It has very real limitations entirely propped up by meme skill investments.. that any other deck can invest in just the same.

In truth, the particulars behind dodge make it worse than flat resistance does, but that gets in to HARD TO QUANTIFY territory because it can get incredibly situational. Resistance has less situational disadvantages.
