So I played Bloodborne on launch and went in blind and had a good time not really doing any specific builds and just playing the game at my own pace and having fun. I beat it in like 2 or 3 weeks and then sort of dropped it assuming I'd pick it up again later.

Well a few of my friends got PS4s and want to co-op now and I was thinking this would be a good time to start a new character and play the game again fresh with my friends.

I don't really care about PvP, so what's a good PvE build that I can do for new game and all the chalice dungeons and even maybe a few times into new game plus?

I was thinking of going with the Beast Cutter and Gatling gun for the long range game. How should I arrange my stats. I was thinking of going

I liked the story version because he had fairly little HP for that point in the game. It meant you could take some risks and damage him in different ways, and it compensated how if you want to play it safe, there are very few opportunities to attack him. Chalice dungeons seem to completely miss that point and shit all over it.

Is it worth it to get the minimum amount of ARC just to use the Augur so I can parry and easy backstab while 2-handing?

That's good. You'd have 11 Strength due to your origin. If you bring Strength up to 14, it will only cost you two stat points instead of three, since you can switch from Lone Survivor to Military Veteran and drop a point from Arcane. Strength is decent for Saif, though obviously useless to Rakuyo. From there, you can drop end to 20 and grab the last point in Bloodtinge for Repeater.

So either

50/20/14/50/8/6 Military Veteran
or
50/22/11/50/8/7 Lone Survivor

Repeater is definitely worth it over an extra point in Endurance.

389.96206 / 291.42 = 1.338... (lots of decimal places once again).

So any attack with your saif that has a multiplier below 1.338 will be optimal with the 24.8/15 set-up. Anything above will be optimal with the % gem set-up.
