He's the weakest monster in the entire game anon.

He's not powerful or strong at all. He's just the smartest. Monsters as a whole are fucking idiotic. Its not because they're dumb, they just use different logic than humans. Undyne can just squish you with a boulder or NOT give you a spear to deflect her arrows with, but never does. Asgore never thinks to use diplomacy and Toriel never tries to come back to talk down Asgore once he calmed down. Sans uses human logic instead of whatever 1 + 1 = 3 logic monsters have, so he attacks first, dodges, uses the fact he's the weakest enemy to his advantage since his 1 damage attacks don't trigger I-frames. He cheats because he's weak as FUCK and he knows it.

Also, EXP is something you're born with. He's just naturally worth a lot.
