I don't think it's Briggs because as you said, Winston confirmed it's happened 16 other times in 25 years and every time they've gone and looked at the body, it isn't Briggs. But the bodies always have Briggs' fingerprints. Of course, this may be the first time it actually is Briggs... we'll have to wait and see.

I think it comes down to the fingerprints, we'll find out what Tammy knows next episode hopefully. Either DoppelCoop and the corpse both have Briggs' fingerprints, or DoppelCoop and Cooper have mirror-imaged fingerprints.

If it was just pure intuition on Coopers part it kinda makes zero sense why we'd need some visual indication. The faint green light isnt meant for the audience, if it was you'd just let Cooper be Cooper like he used to, instead it was more a cue for Cooper by the Lodge.

I don't know how that really assists Cooper, unless the Lodge knew he'd be reeled in by the boss and given 'case files' to jog his memory a bit.

This was probably one of the most important scenes in the whole of season 3 thus far. It symbolises the utter putrefaction of America and by extension the town of Twin Peaks. I personally found it very sad. It's not the politics or the conspiracy that bothers me, don't misunderstand (people have the right, and indeed many legitimate reasons, to be mad). It's the sense of decay, of hopelessness. Twin Peaks will never be like it was before., and Jacoby symbolised that in a nutshell.
