The difference between rugby and American football is the pacing of the game. Rugby has a fairly continuous, non-stop sort of play where players are sort of jogging along with the play. Whereas foot ball has a lot of stopping and going; this results in people going from being still, to going full speed, to being still again. Taking away the pads for a sport where players are going full speed into one another (instead of wrap up tackling like rugby) makes for a much more dangerous sport. The padding is useful. Helmets are a detriment imo. I feel without helmets, players would instinctively protect their head when going in for contact, instead of using it as a weapon. But I imagine, play without helmets Would lead to a lot of "illegal hands to face" calls, especially In the trenches

The way to solve the problem is to make players sign waivers where they acknowledge the risks associated and that the NFL is not liable.
Stronger/Safer helmets will only mean players hit harder. Any benefit they offer is offset by harder tackling.
Minimal padding is not an option either because once there is an inevitable concussion the league will be sued for not using safer helmet technology or some bullshit.
Kids have a wide variety of sports to choose from. Baseball, Soccer, Basketball are safer and if a kid decides to go into football instead, that's his prerogative. Until you get to college (and often even there), football is just a contest of athleticism anyway. Blame the kids for not dedicating themselves to a safer sport that requires a bit more skill/practice compared to lifting weights

I've said this before, but kickers, punters, and long snappers are some of the hardest positions to actually get a job in for the NFL. there's always a large supply every year since good talent typically comes from many different schools, not just the top P5 ones. on the other side though, there's relatively low demand since their careers can last a lot longer than most positions, leading to very few openings. add in the existing free agent market chomping at the bit to replace anyone that gets dumped midseason, and you have a market that's hard to break into. if you actually had the talent to make it in the pros, other positions might be easier.
