Much too big on the laces (on the Europol photo). If anything they look more like the kind of hard shoes that people with club feet etc wear for correction. They're normally attached by some kind of pole or bar (albeit that's normally on the sole), but it could be an explanation for the oddity on the toes (again, on the Europol pic).
The Europol pic has so much space inside though that they seem far too big to fit anyone comfortably let alone a child and the creases look like they're molded rather than formed.

It's just a generic black wire and a few of us don't even think the black wire connects to the box at all.
One anon said it could be some kind of (old) light source (like a lamp) with a dimmer switch on the side. The grey wire is very similar to the kind in the pic (obviously a different colour) which seems to fit the age of bakelite (assuming it is bakelite).

No one should get discouraged though. Just because you get something wrong or your first attempt isn't right doesn't mean anything. This is an international police force with a budget that goes beyond chicken tendies and they have access to the whole image (relevant for scale size and eliminating things that you think are part of the whole when they aren't (someone said the green aerosol looks like a tap in front of it and it isn't actually part of the object etc) and they STILL ask people for help.
I just don't want people to get downhearted.

mostly the consensus from last night was that its a control unit for some larger device since the split-wires cant really handle large current, so this goes into another device which then plugs into the mains.

also it looks custom made, or at least made by a very small manufacturing operation (since its probably radio-shack type generic potentiometer without branding), also that its probably retro due to the split wires and bakelite knob. the ring at the top may be a light indicator, or may just be a ring on top of it.
