Buy wholemeal pasta or the equivalent your staple food in your country. 1 kg of wholemeal organic spaghetti costs 1.50 where I go, but the average is around 2 $ a kilo. If you eat 150 grams that means you're looking at something that's more filling, healthier and tastes better than ramen.

Cut on the meat. Literally. There's no way you can keep a low budget while eating quality meat unless you actually know a farmer. If you must, chicken and turkey legs are your choice of meat or even whole chickens, but most of the time that shit's mostly water. Since they have legs that means they have bones and that means you're looking at around 2 $ per kilo, minus bone, which is a minor hassle.
