To answer your question though, it's because the decline of the Japanese economy has lead to the decline of Japanese consumerism, which means fewer resources have been going into the luxury goods and high arts and so Japan's cultural exports have been declining in quality. Otaku media is an exception because no matter how bad the economy gets, the otaku community will continue to spend the same amount of money on goods, which is why anime continues to thrive in this economy.

I don't think so. Otaku people used to spend much money, but they don't so much nowadays because they can watch anime for free by the internet. They used to put money for OVA which are very expensive. Only 2 episode costs you around $80.

I don't think they exist (unless you mean "foreigners" who are born here).
Some wealthy, educated Indians have a kind of RP accent mixed with an Indian accent and it sounds really weird though. They also use outdated words that aren't used here anymore like "Britisher" instead of "Briton".

It's because of conflict between the economy and traditional gender roles. When women started entering the work force employers thought, "Hey, this is great! We can hire more people and pay everyone less." But there were consequences. Women started to like having jobs, and leaving the work force to have a child meant giving up their careers. Meanwhile, men would have to support their entire family on lower pay because the job market is so competitive with women in it. In Japan, women are expected to be as educated and trained as men are, so they really are on equal footing in many industries. So for these reasons, there are a lot of downsides to starting a family and very few positives.
There's no real way to fix it except to improve the economy so that families can make enough money to support themselves with only one income earner, or at least make enough to pay for childcare and other expenses.
Not to mention the fact that as soon as you have a baby, you're pretty much done career-wise. It means Japanese women have to go through university, work for a while and then make the decision whether or not to make tiny babies or to continue to make progress in their careers since they can only really pick one.

Doesn't Japan have pre-school and all that stuff? After a year or so they can just stick the child in there and start working again, at least that's how many people in Germany do it.
They do have preschool but it is expensive and there are placement tests (I'm not even kidding). It's a big deal because a private preschool can lead to a private elementary school to a private high school to a private university, so a lot of parents compete to get their kids into a good one.
IIRC there has been a lot of news in the past few years about passing legislation to make preschool more affordable but I don't know if it went anywhere.
