That's not considered a transcoded. Technically it is as blurays are mostly H264/AVC but encoding from an untouch video track isn't a transcode by p2p standards.

Use CRF 18. Don't try to force a bitrate unless you're doing this for pixel hd. 2 pass is cool and all but only do that once you get an idea of what the bitrate should be based on your test encodes
