Well, you can do a google search to find that Shiva is concerned with the creation, transformation, and protection of the universe. The important thing likely being creation and transformation.

CERN is mostly known for their particle accelerators. Their homepage states that they are probing the fundamental structures of the universe. The most notable structure is the Large Hadron Collider. The work with the collider has much to do with transformation and creation. They're studying the universe.

They study what Shiva would represent so I guess India saw it fit to gift them a gigantic statue of Shiva. Believe it or not, some things are quite explainable on the surface level.
