It is really spoopy but let me offer a few explanations:
1. Trump has talked about running for president (jokingly) for a long time. He could have mentioned it and then someone who hates him made that tweet as a joke. Probably a guy who's house got bulldozed to make a golf course.
2. It's from a computer algorithm designed to generate hits, and fake add clicks. It just takes random stuff from tweets and strings them together in a semi-coherent way. Donald Trump could have tweeted something about the president and impeachment and the algorithm did the rest.
3. CERN broke our timeline 3 years ago and now multiple timelines are starting to bleed into each other. In a few more years we are going to simultaneously be battling space aliens AND dinosaurs, while we watch the sun being born AND becoming a red giant. THEN shit will get REALLY weird.

You do realize this is the plot of "Legends of Tomorrow" this season? Last season they "broke" time with some sort of paradox, and when they got back to 2017 there were Dinosaurs fighting and UFO's crashing in Central Park, New York.
