If connected to a big enough power source sure. but more practically you can manipulate other peoples currents withing their bodies, which can be used to put disable someone with pain or kill(heart current is the easiest electro current to fuck with, looks like a heart attack when they die too).

If you focus it to the surface of their skin, it'll create a mild static field that'll trick the body into a "fight or flight" response(only works for mammals). Hitting the right nerves on arms/legs with a single burst will numb the limb for sometime; a pointed burst toward the liver will paralyze them for a short time; pulsing strike to the solar-plexus will cause them to throw-up.

Careful though, allot of these can trigger death if they are weak already(specifically in the heart).
